As part of an E21 workshop convened by the Great Plains Institute in St. Paul, Minnesota, Jim Lazar joined John Howat of the National Consumer Law Center and David Kolata of the Illinois Citizens Utility Board for a panel on designing consumer-centric rates. Mr. Lazar’s presentation provided an in-depth look at residential and commercial rate design issues and best practices.

The e21 Forums are held three to four times per year and provide an opportunity for interested parties in Minnesota to hear about and discuss important issues facing the electricity sector.
