Over the past thirty years, China has implemented a series of reforms that have greatly improved the efficiency, reliability, and environmental performance of its power sector. But there are still daunting challenges facing the country and, to respond to them, China has set aggressive, high-priority goals for itself, in particular with respect to energy efficiency and environmental protection. In this paper, RAP suggests additional actions that can be made to help meet these goals.
