Directly following EU Energy Commissioner Gunther Oettinger’s welcoming remarks, RAP Senior Policy Advisor Eoin Lees presented an overview (in English) of energy efficiency best practices and discussed how they are reflected in the recently revised EU energy efficiency directive. More than 200 participants from German government, industry, and civil society participated in the conference. Germany’s energy efficiency industry association (DENEFF) released their study (in German) on how to design an effective energy efficiency obligation based on leading experiences worldwide. The study draws heavily from the best practices RAP has identified and made available to German stakeholders and government over the past year. Key design lessons reflected in the DENEFF proposal include the use of stable system charges to finance public investment in efficiency, and consideration of institutional and market circumstances in selecting the obligated entity.
