Challenges with Traditional Rate Making
Rich Sedano and Jim Lazar joined Rod Crile from the Cooperative Finance Corporation for a daylong meeting with the board, staff and members of the Pedernales Electric Cooperative. This cooperative is the largest in the United States and is investigating how it should refocus its management to be more supportive of energy efficiency. This is the first of two RAP presentations. The first is about basic rate design issues, while the second is a presentation about adapting decoupling to an electric cooperative.
