Climate Realities and Utility Policies: What have we heard here?
Richard Cowart made this presentation at the conclusion of NARUC’s Utility of the Future conference. He shows that utilities are about 40% of the problem but may be called on to be 75% of the solution, that this is true either with or without a federal climate bill, and that the smart grid is not smart unless it’s green.
