Decoupling and a Survey of Activity in the U.S. to Address the Throughput Incentive
This is a presentation given by Richard Sedano at an Ohio workshop on electric decoupling. In this presentation he shows how decoupling can be a solution to the throughput incentive problem in relation to energy efficiency. He reinforces his point with several specific state level examples.
