Energy efficiency obligation (EEO) schemes have proven effective in delivering cost-effective efficiency and reducing greenhouse gas emissions in numerous jurisdictions around the world. While compliance with the requirements of an EEO often falls under the purview of the national government or an energy agency, in the United Kingdom, Portugal, and to some extent, Poland, energy regulators have been charged with this task. At an energy efficiency obligation workshop hosted by the Latvian Ministry of Economics, Eoin Lees outlined the primary duties of the EEO administrator and provided an overview of the administration process. Key contributors to the success of this pivotal role include avoiding excessive bureaucracy, keeping calculations simple through the use of deemed and scaled engineering estimates of energy savings, and establishing rigorous measurement and verification processes to ensure that real savings are achieved.
