In a unique opportunity, the Vermont House Natural Resources and Energy Committee invited RAP directors Richard Sedano, Richard Cowart, and Frederick Weston to provide three days of foundational instruction on energy regulation, the history of the electricity market in Vermont, and the power sector of the future to regulators and the general public.The second day of instruction explored the development of the electricity sector in Vermont. This high-level overview includes a look at rate design challenges, environmental impact management, energy efficiency, integrated resource planning, transmission and the role of ISO New England, recurring resource battles, as well as the role of the Public Service Board and the Department of Public Service.
