Energy Efficiency Obligations: A Global Success Story

Speaking at the National Governor’s Association’s retreat on energy efficiency in Alaska, Jim Lazar explored the multiple societal, utility system, and participant benefits of energy efficiency, highlighting themes from one of RAP’s mainstay publications, Recognizing the Full Value of Energy Efficiency. Mr. Lazar also examines the use of energy efficiency obligations in Europe as a tool to help achieve higher levels of cost-effective energy efficiency and to meet different public policy objectives.
