RAP’s Eoin Lees gave this presentation at the INOGATE/ERRA Workshop “Regulatory Implications of Energy Efficiency Policies” held on September 14-16, 2011 in Almaty, Kazakhstan. He discussed how energy company obligations can serve as successful policy tools and help energy affordability and energy reduction, as seen from EU examples.
