Evaluating the Affordability of EMR Policies: Achieving UK Carbon Reduction Targets at the Lowest Cost-Per-Tonne
The UK government recently issued a far-reaching “market reform” proposal for the power sector, designed to meet its aggressive power sector decarbonisation and renewable energy targets. The proposed package includes a combination of market support for low-carbon generation, capacity payments, a carbon price floor and an emissions performance standard. Meg Gottstein was the keynote speaker at a workshop organized by Green Alliance to bring together the UK government, NGOs, industry, and the financial community to review details of the proposal. Her presentation set the stage for evaluating UK electricity market reform from the perspective of the consumer which is how to achieve the targets at the lowest cost-per-tonne of carbon reductions.
