This is a presentation made by Chuck Goldman to the New Mexico Public Regulation Commission on July 16-17, 2008 for a workshop on energy efficiency incentives for public utilities. Topics include characterizing prototypical southwest utility, characterizing alternative energy efficiency portfolios, summary shareholder incentive and decoupling mechanism analyzed, and results of financial modeling of prototypical southwest utility implementing alternative EE portfolios.
