Frontline Perspective on the Clean Power Plan: Energy Efficiency and Implementation
At a meeting of the SEE Action Executive Group, Ken Colburn discussed the final Clean Power Plan and how it impacts the implementation of energy efficiency in state compliance plans. Mr. Colburn emphasized the numerous benefits of this low-cost compliance tool, as well as the merits of a mass-based versus a rate-based approach.
