Getting the Most from Energy Efficiency
At the National Conference of State Legislatures’ (NCSL) Capitol Forum, Ken Colburn addressed why energy efficiency is often undervalued as a resource and underscored its numerous benefits. Mr. Colburn also explored the challenges related to energy efficiency and the Clean Power Plan (CPP) as well as considerations for regulators as they craft state plans for CPP compliance.
