Maria Kleis discusses the prospects for state aid in the energy sector to incentive investments in a clean energy future. Because state aid distorts competition – one of the pillars of an internal market – granting state aid is, in principle, prohibited in the European Union. In order to implement state aid, Member States must notify the European Commission, and the European Commission must grant an exemption. In her presentation, Ms. Kleis explains the EU state aid regime, explains why it matters to the implementation of clean energy policies, and highlights critical issues in the current revision of the environmental and energy state aid guidelines.
