Incorporating Energy Efficiency in Air Quality Planning: Training
On June 1, 2012, RAP provided a full day of air quality training to the Virginia Department of Environmental Quality, the state energy office, and the State Corporation Commission (SCC). RAP Associate John Shenot and Senior Associates Chris James and Ken Colburn helped the regulators get a better understanding of the rationale for maximizing energy efficiency (EE) as an air quality strategy. Furthermore, they explored methods for estimating energy savings from EE policies and programs, monetizing avoided air quality costs resulting from EE, and other opportunities to consider EE in air quality plans and SCC proceedings. As energy efficiency should be a key element of any air quality improvement strategy, the training also gave insight into tools and methods available to the regulators, as well as the need for coordination among agencies. The US Environmental Protection Agency also made two presentations at this training (not included in presentation file).
