On October 3, 2011, representatives, including Directors, Deputy Directors or Section Chiefs from China’s National Development and Reform Commission, several Provincial Development and Reform Commissions (Heilongjiang, Liaoning, and Guangdong), and several Municipal Development and Reform Commission (Beijing, Tianjin, Chongqing, and Shanghai) took part in a U.S. study tour to familiarize themselves with models of carbon management being undertaken in the U.S. RAP Associate, David Farnsworth helped arrange a meeting between this delegation and staff of the New York State Department of Environmental Conservation and New York State Energy Research and Development Authority (NYSERDA) to discuss the Regional Greenhouse Gas Initiative.
