Opening the PSC of Wisconsin’s August 23, 2012 Workshop “Building Clean Air Networks and Implementing Action Plans,” RAP Senior Associate Ken Colburn provided this presentation to lay common groundwork for participants regarding EPA’s new and forthcoming power plant rules and how they are apt to affect the electric power sector. Colburn also included a brief discussion about opportunities for energy efficiency associated with these rules, and a mention of recent work on risk-aware electric regulation.
