Jan Rączka delivered the keynote address on the proposed capacity market during a debate in the Polish Parliament organized by Nowoczesna. He focused on the experience with capacity markets in Great Britain and France, and on how the European Commission is likely to consider a Polish capacity market proposal. Dr. Rączka emphasized the importance of allowing cross-border resources to participate in a capacity market, the value of demand response, and the need for more flexible capabilities to respond to the Polish system’s needs, rather than simply more capacity.
