This is an October of 1999 presentation by David Moskovitz on implementing power sector reform and obtaining profits and progress through distributed resources. The purpose of this presentation is to see whether regulation may unintentionally cause utilities to be hostile to distributed resources and if so what regulatory fixes are available.
