Regional Cooperation on Energy Efficiency
The State-Provincial Steering Committee (SPSC) developed a high demand-side management (DSM) scenario for analysis in interconnection-wide transmission planning in the West. The scenario represents a 10.4% reduction in annual energy use and 9.8% reduction in peak demand in 2020, compared to the SPSC reference case that already reflects savings expected from current energy efficiency policies and programs. Achieving the savings levels in the high DSM scenario will require unprecedented cooperation among states, provinces and utilities. Lisa Schwartz explores considerations and possible models for regional cooperation on energy efficiency initiatives in this presentation that sets the stage for a discussion with regulators and utilities at a meeting of the Committee for Regional Electric Power Cooperation.
