In this presentation at the Air and Waste Management Association’s Climate Change Conference, senior associate Dave Farnsworth discusses the potential to use existing generation attribute tracking systems to account for all CO2 emissions from the electric power consumed in the RGGI region. Doing so offers several benefits, including identifying how much leakage there is in the system, the potential to expand the RGGI footprint, and the possibility of demonstrating compliance with section 111(d) of the Clean Air Act. Mr. Farnsworth explains how the existing tracking systems work, how they could be adapted to serve RGGI’s purpose, and highlights the importance of data quality to ensuring success.
