In a unique opportunity, the Vermont House Natural Resources and Energy Committee invited RAP directors Richard Cowart, Frederick Weston, and Richard Sedano to provide three days of foundational instruction on energy regulation, the history of the electricity market in Vermont, and the power sector of the future to regulators and the general public.The final day of instruction explored the power sector of the future. Based on current trends, RAP offered insight into the move to a service-oriented power sector, the evolution of utilities and compensation methods, the role of the regulator, the growing role of the consumer, and how to evaluate changes and risks.
