The Massachusetts Grid Modernization Workgroup, a team of utilities and other stakeholders formed in response to the Massachusetts Department of Public Utilities’ (DPU) investigation into the modernization of the electric grid, recently invited RAP Principal Rick Weston to speak at their meeting in Boston on February 26th. Mr. Weston addressed the intricacies of dynamic pricing, highlighting the key findings of the RAP publication “Time-Varying and Dynamic Rate Design” by Ahmad Faruqui, Ryan Hledik, and Jennifer Palmer of Brattle Group. In support of the DPU’s objective to advance grid modernization with careful consideration of potential costs to ratepayers, Mr. Weston provided a blueprint for time-varying rates and examined the lessons learned from case studies of pilot programs and full deployment programs in numerous domestic and international regions.
