Utility Business Incentives are Important (but please also pay attention to rate design!)
Rich Sedano gave this presentation on September 27, 2011 at the ACEEE Conference on Energy Efficiency as a Resource. The panel addressed regulatory innovations that would support energy efficiency. Phil Mosenthal spoke about performance incentives while Tim Wolff spoke about decoupling and why it is consistent with the interests of consumers. Mr. Sedano adopted Mosenthal and Wolff’s perspectives and spoke about the connection between consumer and utility signals, connecting rate design to regulatory structure that supports energy efficiency, and went on to talk about trends in regulation that will influence energy efficiency.
