This presentation to a Joint Meeting of the NARUC Committees on Consumer Affairs and Electricity addresses how to value electricity resources for reliability. He goes on to show that consumers are best served by a systems that attracts the best resources, biases in markets and regulation favor the deployment of some resources, and that regulations can fix this.
