Ken Colburn, senior associate, joined the International Energy Agency to discuss the environmental benefits of energy efficiency. In a presentation at the “Capturing the Multiple Benefits of Energy Efficiency Experts Roundtable on Energy Provider and Consumer Benefits,” he highlighted the environmental benefits which accrue to the utility system, participants, and society at large due to investment in efficiency resources, and offered recommendations for accurately quantifying these benefits. State utility commissions can support increased efficiency investments by conducting a full valuation of energy efficiency benefits, which includes measurement of benefits and costs, with detailed economic evaluation of the complete effects. Mr. Colburn emphasized the importance of considering the cost of pending and prospective environmental regulations, as well as the benefits of avoided emissions in these calculations.
