Dr. Carl Linvill addressed a visiting delegation of central and provincial energy regulators from China on the topic of the Western U.S. regional energy market and the evolution of the energy imbalance market (EIM). Dr. Linvill’s presentation was part of an intensive, multi-day training on the power and natural gas sectors, organized by RAP and the Energy Foundation, and delivered by RAP, Energy & Environmental Economics (E3), ICF, and Potomac Economics.
