The New Mexico Public Regulatory Commission invited RAP to give a 90 minute briefing on September 15, 2011 to commissioners, staff and other stakeholders on energy efficiency. Rich Sedano delivered a framework of issues utility commissions that either motivate them to approve energy efficiency programs or withhold approval. The presentation goes into some detail on the use of benefit-cost tests, addressing the “participant-non-participant” issue and managing the throughput incentive.
