The Wisconsin Public Service Corp recently asked the state’s public service commission for a 32 percent increase in its fixed monthly charge on residential customers, according to a November 19 Utility Dive story. The story points out that environmental and consumer advocates say such increases are regressive. It then notes that RAPs recently-released report, Smart Rate Design for a Smart Future, suggests that utilities seeking big increases in fixed charges are deviating from long-established rate design principles.
