Elaine Prause provides research and analysis to inform regulatory approaches to distributed energy resources and long-term utility planning.
Before joining RAP in 2021, Ms. Prause held a variety of energy analysis, planning and policy roles. Most recently, she was a senior planning manager at PacifiCorp, where she led an RFP for demand response programs and supported long-term planning needs for distributed resources. Prior to that role, she served as a deputy director, senior advisor and analyst with the Public Utilities Commission of Oregon, where she worked with commissioners and staff to inform regulatory decisions mainly focused on long-term planning and distributed energy resource issues. She also worked for Energy Trust of Oregon for 10 years as a senior planning manager and industrial sector manager, planning and implementing distributed energy resource programs. Earlier, she was a lead consultant for PacifiCorp’s integrated resource plan, conducting system modeling analyses of least cost and risk resource portfolios.
Ms. Prause earned a bachelor’s degree in mechanical engineering from Lehigh University and a master’s degree in environmental management from Portland State University.
