Penelope Doherty coordinates support to RAP’s chief executive officer and chief operating officer, board of directors and development efforts. She is the CEO’s administrative point of contact for staff and external relationships. She also coordinates special projects for the leadership team.
Ms. Doherty has a strong background in operations, stakeholder processes, board support and information coordination. Before joining RAP in 2019, she was special projects manager at the Texas Department of Family and Protective Services, where she developed a worker safety support system for 9,000 front-line caseworkers. In her spare time, she now helps other entities implement programs protecting field staff from aggression. While living in Texas, she also helped neighborhoods work with the city of Austin on building code projects and with the Texas Department of Transportation on mobility planning.
Earlier in her career, Ms. Doherty was the downtown director and then community development director for the city of New Braunfels, Texas. Before that, she was a paralegal for partners specializing in administrative, contracts and environmental law.
She holds a bachelor’s in English and history from The University of Texas at Austin, with master’s work in conflict resolution at St. Edward’s University.
