Pengfei Xie brings leadership and sustainability expertise to his work advancing RAP’s initiatives in China on power sector transformation and the transition to low-carbon energy.

Before joining RAP in 2020, Dr. Xie served as the China chief representative of the C40 Cities Climate Leadership Group, leading C40 China to work closely with Chinese cities, relevant ministries, research institutions, international organizations and other partners to promote green and low-carbon development. Prior to C40, he worked on similar tasks as the director of the China Sustainable Cities Project for the Natural Resources Defense Council’s China program. Earlier, Dr. Xie was a research scientist with the China Society for Urban Studies at the Ministry of Housing and Urban-Rural Development (MoHURD), where he played an important role in compiling national guidelines and standards on urban sustainability in China. In addition, he worked as a research fellow at the Smithsonian Institution in Washington, D.C. He has also been an expert advisor for several multinational organizations.

Dr. Xie earned his doctorate from Peking University and is a Certified Urban Planner in China. In 2011, he obtained the research scientist professional title evaluated and awarded by MoHURD.

In addition to his native Mandarin, Dr. Xie speaks English and a little Japanese.
