Countries around the world have committed to decarbonisation targets, as they collectively strive to limit global warming to 1.5°C. Rising to this complex challenge requires an ‘all hands on deck’ approach. Importantly, it calls for coordination and collaboration between numerous agencies, entities, sectors and organisations.

Energy regulators, as gatekeepers to billions of dollars of investment in the energy sector, hold a central position and vital expertise in this endeavour. Yet few governments include decarbonisation as an explicit part of regulators’ remit. RAP found that only two of 25 energy regulators surveyed have a clear mandate to decarbonise.

Governments can align national climate targets with a robust regulatory toolkit by equipping regulators with clear guidance and empowerment strategies. Together, they have the opportunity to create a more resilient and adaptive energy system.

RAP drew on rich international experience to craft six steps for empowering regulators to accelerate decarbonisation. The authors also recommend five pathways to increase alignment with national objectives — all of which can be tailored to local circumstances.
