This paper presents a brief history of activity since 1992 in developing and implementing policy and regulatory initiatives aimed at increasing demand-side participation in the Australian National Electricity Market. Three main groups have developed and implemented policy and regulatory initiatives: state governments, electricity industry regulators, and institutions responsible for the operation and governance of the National Electricity Market.
