电力行业耗煤约占中国每年煤炭消费总量的一半。为此,中国要实现空气质量治理方面的宏伟目标,落实在煤炭消费控制、能源效率、可再生能源和碳排放方面的政策,电力行业必须在政策、法规、市场和经营模式方面做出改变。 2015年3月,中共中央和国务院发布了《关于进一步深化电力体制改革的若干意见》的政策文件,强调电力体制改革的必要性,可以促使电力行业朝着降低排放、提高运营效率的方向发展。 本报告从4方面提供了建议,用于提高可再生能源和终端能效的利用,并推动电改方案的实施。本文基于国际经验,重点讨论了使电力企业(特别是电网公司)的行为与政府减排目标相一致的各项激励机制。我们认为中国可以从其他国家的经验教训中获益,同时兼顾中国的特殊国情。这些建议包括 1)改革上网电价机制,改善发电企业的调度,2)建立电网公司激励机制,更好地支持可再生能源发电的并网,3)在新的“输配电价”改革框架内,支持终端用户的需求侧资源,4)综合资源规划的第一步是试点新的燃煤电厂的审批程序,要求与各种能效资源进行比较。 以上全部措施均侧重于利用市场和激励机制来解决当前挑战,这有两方面效益:帮助中国电力行业解决主要问题,特别是以更经济的方式达到政府在减排、空气质量和煤耗控制方面的宏伟目标;同时维持低成本和可靠的电力供应,促进中国经济持续增长。我们强调,应将这些解决方案与其他当前考虑的行动和政策一起协同使用。… View Summary +
