This report summarizes the initial results of the disclosure testing phase of the National Council on Competition and The Electric Industry’s Consumer Information DisclosureProject. Some questions addressed by this research include whether or not consumer understanding and performance affected (and how) by whether disclosure is voluntary or mandatory? Also, how does the uniformity of disclosed information affect consumer understanding and performance? What label formats are most effective at conveying information to consumers? And finally, what is the relationship between environmental certification and the disclosure of fuel mix and environmental information?
