The Regulatory Institutional Energy Transition Health Check is a structured, voluntary diagnostic review designed to support regulators in assessing and strengthening their institutional readiness.
The Health Check focuses on governance frameworks, institutional capacity, and regulatory decision-making processes. It examines whether regulators have the mandates, skills, and organizational structures needed to implement reforms and respond effectively to emerging technological and policy developments.
What the Health Check Offers

- Clear prioritization of the most critical gaps affecting performance
- Practical, context-specific recommendations
- Insights drawn from international experience
All outputs are designed for internal use by the regulator, ensuring a safe space for honest reflection and meaningful improvement.
How It Works
The process is structured, collaborative, and tailored to each regulatory context. It typically includes:
- Initial scoping discussions to understand priorities and objectives
- Desk research and baseline analysis
- Engagement with internal and external stakeholders
- In-person interviews and internal team reflection
- Synthesis of findings and validation of the results with the regulator
