The European Commission launched a Consultative Communication on “The future of Carbon Capture and Storage (CCS) in Europe”, with the aim of initiating a debate on the options available to ensure its timely development. In these comments, RAP recommends creating an emissions performance standard (EPS) to complement the existing carbon emissions trading system. Although flexibility is retained under an EPS, it does not mandate the construction of CCS, and alternatives can be pursued. RAP also suggests complementing an EPS with a certificate/quota scheme, to mandate construction of some CCS, which would enable CCS commercialisation.
