The European Commission’s Market Design Initiative seeks to ensure that the electricity market will help to meet current EU climate and energy policies in the most secure and cost-effective manner. An integrated market, operated and governed seamlessly across regions and ultimately across the EU remains the best hope for achieving climate objectives securely, affordably, and in a timely fashion. This brief focuses on three of the most pressing issues and barriers the Commission should be addressing—investment and security of supply, demand-side market participation, and market governance.
