Mark Carras joined RAP’s Global Expertise Centre in 2025, where he works with regulators, global experts and civil society on practical approaches to the energy transition. His work focuses on strategic, cross-cutting initiatives to support grid modernization, demand-side flexibility and industrial decarbonisation.
Prior to joining RAP, Mark worked nearly a decade as an energy policy analyst and advisor with the Government of Canada. In this role, he supported the development and implementation of Canada’s first Clean Electricity Strategy and provided policy advice on electricity markets, regulation and investment. His work included improving regulatory efficiency, advancing interregional transmission initiatives, and supporting programs to accelerate electricity project development and clean energy innovation. He also helped craft legislation to implement industrial carbon pricing in Canada's offshore oil and gas industry and contributed to economic and environmental analyses of major energy projects.
Mark has extensive experience working in complex, multi-stakeholder environments. He has advised senior government leaders, supported ministerial advisory councils, and worked closely with regulators, industry, Indigenous governments, academia and civil society organizations. He has also contributed to energy and sustainable development initiatives in Sub-Saharan Africa, South Asia and Latin America.
He brings an interdisciplinary background in energy, economics and environmental policy to RAP, holding a bachelor's in business administration from St. Francis Xavier University and a master’s in resource and environmental management from Simon Fraser University. Mark is known for a pragmatic, delivery-focused approach and a collaborative work style. He works fluently in English and French.

How did you catch the “energy” bug?
My journey in clean energy began in 2010, while working in Botswana. I was struck by the combination of the country’s enormous solar potential, its reliance on imported coal power from South Africa, and the regular blackouts I was experiencing living in the country's capital. This experience sparked a curiosity and commitment to help advance clean energy solutions and sustainable economic development. Since then, I’ve been fortunate to pursue that goal through my career, meeting and learning from inspiring people around the world.

Thinking Fast and Slow by Daniel Kahneman.
My favorite dish/snack is Ruffles BBQ potato chips.
