Poullette Faraon (she/her) is the regional coordinator and associate for RAP’s India and Energy Systems Innovation programs. Drawing on over 13 years of international experience in various legal areas (energy, regulation, public private partnerships, competition law and human rights), she supports global efforts to accelerate the clean energy transition through strategic coordination, policy and regulatory analysis, and cross-regional collaboration.
Before joining RAP, Poullette worked as an international legal consultant on public-private partnerships, regulatory reform and infrastructure investment projects across Latin America and the Caribbean. Her work has spanned sectors including water, transport, education and waste management, and she has supported international organizations with legal analysis, tender preparation and contract drafting. She is also an APMG-certified PPP professional.
Poullette served as an external advisor to Mexico’s Ministry of Energy and Energy Regulatory Commission during the opening of the electricity market and the implementation of Mexico’s 2013 electricity market reform. She provided legal and competition counsel, participated in legal analysis and regulatory drafting of new market rules, and acted as project manager to the Independent Market Monitor Project (team of 15 people), in charge of coordination, deliverables and legal review.
Earlier in her career, Poullette worked as a legal associate in competition law and human rights, gaining experience in both public and private sector roles. Over time, she developed a strong interest in the intersections between law, energy and policy, which continues to shape her work today.
She holds a master’s degree in international energy from Sciences Po, Paris, and a law degree with honors from the National Autonomous University of Mexico (UNAM). Originally from Mexico City, she is fluent in Spanish, English and French, and is currently based in Spain.

How did you catch the “energy” bug?
I caught the “energy” bug early in my legal career while working as a legal and competition associate on the international merger of two major global oil & gas companies. I really had to dive deep into the sector - learning not only about corporate structures and the technical nitty gritty of oil field operations, but also about the relevance and impact of energy regulatory frameworks. I found it fascinating! That experience led me to advisory roles with Mexico’s Ministry of Energy and Energy Regulatory Commission during a key moment of power sector reform, supporting the implementation of the opening of the electricity market in Mexico. That’s when I truly found my passion for energy, especially the regulatory and policy side of things! This inspired me to pursue a master’s in international energy at Sciences Po, Paris that helped me connect the dots between key elements that fascinated me: international law, energy efficiency, energy policy, all in benefit of the public good.
What is one of your bravest accomplishments?
One of my bravest accomplishments was leaving my home country, Mexico, to pursue an international career in energy, with no guarantees, no safety net, and, sometimes, no clear roadmap. Moving abroad with my family to France (and then Spain) pushed me far outside my comfort zone, but forced me to be open minded, flexible and, overall, resilient, which allowed me to engage on and advance through complex international projects. Building a career in this field — especially as a woman, a migrant, and someone coming from the Global South — has required constant adaptation, a lot of self-reliance, and a deep belief that my perspective has value. Starting from scratch in new environments has been humbling, reminding me of the importance and value of listening deeply, staying curious, and speaking up when it counts.
What is something special about your community?
Day of the Dead (Día de Muertos)- I really love that in Mexico, we make a big dinner party to "invite our deceased" to enjoy a happy and cozy family meal, with their preferred dishes and beverages.
