This paper is a summary of market-based mechanisms to achieve energy policy goals in China and elsewhere. These goals include targets for energy consumption, energy efficiency or carbon emissions. The authors draw on international experience – including from Europe, the US and Australia – and sketch several illustrative options, framed in terms of policies for a hypothetical sub-national region that wants to limit overall energy consumption.
