Performance Based Regulation
This is a presentation on performance based regulation from the October of 1999 Implementing Power Sector Reform Workshop. In this presentation, the issues of why use PBR and, more specifically, why use generation PBR are discussed and weighed against COS. The presenters go on to show that PBR may be stronger or weeker than COS and that uncertainty undermines PBR.
