Director, Finance and Accounting
The Director of Finance manages the strategy and optimization of RAP’s global finance function. This pivotal leadership role ensures sound financial stewardship, strategic planning, and operational excellence across a multinational nonprofit. ESSENTIAL FUNCTIONS
Lead RAP’s global financial operations across the US, UK, EU, and other jurisdictions.
Oversee the preparation of financial statements; manage monthly and year-end closings, intercompany reconciliation, and currency conversions.
Manage RAP’s international banking operations, including multi-currency cash management, foreign wire transfers, and currency exchange risk.
Ensure compliance with international accounting standards (GAAP, UK Companies House, EU VAT, etc.) and nonprofit financial reporting requirements.
Supervise and support the work of the Senior Accountant and Finance Administrator.
Lead the annual organizational budget process and support departmental budget monitoring, including resourcing and billing rates.
Drive the strengthening of programme and financial management across the organisation
Analyze financial performance and provide strategic financial insights to the Board, CEO, and Senior Leadership Team.
Serve as RAP’s lead liaison with external auditors for the annual financial audit and tax filings (e.g., US IRS Form 990, UK/Europe statutory filings).
Manage grant and contract financial components, including proposal budgeting, funder reporting, and financial compliance.
Develop and maintain robust internal financial systems, controls, policies, and procedures.
Mentor the Director, People Operations in nonprofit finance leadership, including reporting, compliance, and budgeting.
Enhance financial reporting tools and dashboards to support transparency and data-driven decisions across global teams.
MINIMUM QUALIFICATIONS
BA or BS degree in Finance, Accounting, or related field (or equivalent experience).
At least eight (8) years of progressively responsible finance experience, including international and nonprofit roles.
Strong understanding of GAAP, fund accounting, and donor reporting.
Proficiency in Microsoft Excel and modern financial software.
CPA, CMA, CNAP or equivalent certification preferred.

ESSENTIAL FUNCTIONS
Perform monthly and year-end closings, including consolidations and foreign currency conversions.
Prepare and post journal entries and reconcile general ledger accounts across RAP’s global operations.
Maintain depreciation and amortization schedules and support fixed asset tracking.
Prepare internal financial reports (cash flow, P&L, and departmental breakdowns).
Support annual audit and tax preparation processes, including 990 filings and responses to auditor inquiries.
Manage day-to-day financial transactions involving multiple currencies and jurisdictions.
Coordinate with international banking partners for fund transfers, account monitoring, and reconciliation.
Process and reconcile payments, vendor invoices, expense reports, and timesheets in compliance with local regulations and RAP policy.
Collaborate with external partners on foreign entity accounting and ensure local compliance.

Track and reconcile payroll entries, including tax filings and benefit deductions, in multiple jurisdictions.

System Management and Support
Maintain RAP’s accounting software (Sage Intacct) and expense management platform (Nexonia), ensuring data integrity.
Liaise with software vendors and support staff with financial system-related issues or questions.
Help maintain time-tracking systems and ensure correct project coding and system integration.
Mentor junior accounting staff when appropriate.
Participate in process improvements and documentation of financial workflows.
MINIMUM QUALIFICATIONS
Bachelor’s degree in accounting, Finance, or related field (or equivalent experience).
Minimum 3–5 years of progressive accounting experience, preferably in a nonprofit or international environment.
Demonstrated experience with:
Foreign currency accounting and conversions

Global accounting systems
Proficiency in accounting software (Sage Intacct strongly preferred) and advanced Excel skills (e.g., pivot tables, VLOOKUP).

ESSENTIAL FUNCTIONS
Policy Research & Analysis
Help create public policy ideas, select best practices for public and industry consideration and open opportunities to affect public policymaking throughout the region.
Work with team members on substantive strategic and project planning and outreach to government agencies, regulatory bodies, power and gas enterprises, and nonprofit advocacy organizations.
Independently analyze policy development in topics related to the energy transition, such as rate design, electricity wholesale markets, or transmission development. Consultant/Technical Advisor - Energy Transition Policy & Regulatory Support
PURPOSE OF THE CONSULTANCY
RAP seeks experienced consultants to join our network of technical experts. These consultants will provide project specific, ad hoc support to complement RAP’s internal capabilities, particularly in energy systems decarbonization, regulatory reform, market design and electrification strategies.
The consultants will work closely with RAP’s Energy Systems Innovation Team to deliver high impact work in emerging and transitional energy markets—especially in Latin America, Southeast Asia and major economies, such as Korea and South Africa.

ROLE OF RAP TECHNICAL ADVISORS
The role of technical advisors at RAP varies depending on the project. Given the nature of RAP’s work—providing practical, policy-relevant support to governments and regulators—technical advisors are engaged on a project-by-project basis to deliver targeted expertise. Their contributions may include:
Providing high-level policy and technical advice to government agencies, regulators and energy institutions.
Conducting research and developing policy briefs on topics such as electricity market design, distributed energy resources (DERs), energy efficiency, grid modernization and electrification of buildings and transport.
Supporting the design, review and implementation of regulatory frameworks aligned with decarbonization goals.
Engaging with stakeholders through workshops, roundtables and other capacity building activities.
