Wang Xuan provides research and analysis on clean energy strategies to our China team, with a focus on demand response, renewable energy integration, air quality management, and distributed generation. As a member of our China team, she provides project management and research support, working closely with local government, RAP’s partner organizations, and research institutes.
Wang came to RAP in 2011 after an internship with the Energy Foundation China, where she served as a project associate working on energy efficiency projects in China’s industrial and buildings sectors.
Wang Xuan earned a master’s degree in sustainable development from Paris Dauphine University and a second master’s degree in energy economics and environmental politics from the National Institute for Nuclear Science and Technology (affiliated with the French Atomic Energy Commission). She also holds a bachelor’s degree in land management from China Agricultural University. In addition, Wang participates in cultural exchanges and related activities. She has worked with both Chinese and international nongovernmental organizations, including the French Community, the China Institute in Paris, the Chinese Federation for Corporate Social Responsibility, and the Centre of International Business Ethics in Beijing.

如何按照“统一原则和供需关系”完善容量电价机制
国家发展改革委、国家能源局发布的114号文，为我国发电侧容量机制改革明确了“分类完善—可靠容量补偿—容量市场”的三步演进路径。其中，第二阶段建立发电侧可靠容量补偿机制，是衔接现行容量电价与未来容量市场的关键环节。本文结合114号文要求及甘肃、青海等地方实践，分析当前容量机制在资源统一比较、供需匹配和动态调整等方面存在的问题，并借鉴欧美成熟电力市场经验，提出以下建议：一是建立技术中立、统一透明的可靠容量评估体系，实现各类资源公平竞争；二是以资源充裕度评估为基础，将容量补偿与系统供需关系动态挂钩。三是建立动态调整机制，促进容量价格反映真实供需。只有夯实第二阶段改革基础，用统一的标准衡量各种资源的贡献，用前瞻性的供需评估决定补偿水平，基于用户承受能力与动态调整机制防止补贴固化，同时配合扩大容量资源的考量范围降低用户电价成本，才能顺利过渡到竞争性的容量市场，更有效支撑新型电力系统建设。 本文首刊于《能源决策与参考》，2026年6月 China’s recently issued Document No. 114, jointly released by the National Development… Read More +
法国容量市场对我国的启发
2026年初，国家发展改革委、国家能源局联合印发《关于完善发电侧容量电价机制的通知》（发改价格〔2026〕114号），提出“电力现货市场连续运行后，有序建立发电侧可靠容量补偿机制，对机组可靠容量根据顶峰能力按统一原则进行补偿，公平反映不同机组对电力系统顶峰贡献。新能源装机占比高、可靠容量需求大的地区，应加快建立可靠容量补偿机制。”这标志着容量机制正逐渐从确保单个资源的固定成本补偿转移到如何利用容量电价机制更好地公平激励各类资源，推动实现包括保障系统资源充裕度、增强可靠性和灵活性，充分消纳清洁能源等多重目标。 法国容量市场有其独特的设计同时在演化过程中也面临着监管挑战。本文基于对法国容量市场的梳理，总结了其在机制设计方面的主要特点，尤其是在调动需求侧资源方面取得的进展，同时对实际运行中遇到的问题和相应的改革举措进行了初步归纳。结合法国经验，我们建议各省在实施114号文政策过程中，需要在资源充足性规划的框架下，遵循统一原则，进一步完善对各类资源可靠性贡献的评估；结合实际情况，探索通过公开透明的竞争机制，形成合理的反映电力供需关系的容量价格；同时，逐步加强对需求侧资源的支持与利用。这将和电力市场一体化进程紧密结合，共同为保障能源安全和绿色低碳转型提供有力支撑。 本文首刊于《能源决策与参考》，2026年4月 In early 2026, the National Development and Reform Commission and… Read More +

I try to make tailored suggestions to the audience who is in the center of China's energy transition, help them learn from international experience and achieve decarbonization goals. In my daily work, I value the skills and knowledge brought by colleagues and partners, together we offer high quality energy policy analysis that addresses the regulatory, economic, environmental and equity challenges that China faces to improve its power system.
What is something that makes you feel hopeful about the future?
People around the world start to be more conscious of the consequences of global warming, many governments made commitments to fully decarbonize their economies in the foreseeable future. The power sectors move at a remarkable pace to integrate more renewables and implement energy efficiency policies. Great efforts at national and international level have been made to facilitate these changes.
If I were a superhero, my superpower would be traveling in the universe.
