Paras Bhattarai supports RAP's initiatives in India as an associate for the India programme. His work centres on power sector reform, demand-side flexibility, and energy efficiency. He brings experience in regulatory analysis, technical assistance, and quantitative research to support central and state governments, regulatory commissions, and utilities across India.
Prior to joining RAP, Bhattarai served as a senior research associate at the Alliance for an Energy-Efficient Economy (AEEE). At AEEE, his work focused on ecosystem development for demand flexibility programmes in India. He also led multi-state behavioural energy efficiency pilots and spearheaded a national-level energy and emissions benchmarking study for India's airports. Earlier, at the Council on Energy, Environment and Water (CEEW), Bhattarai co-led a distribution reform pilot and a large-scale analysis of utility consumer records to address metering and billing losses and designed national surveys on air-conditioning service technicians and last-mile LPG distribution.
Bhattarai holds a Master of Technology in data science and engineering from the Birla Institute of Technology and Science (BITS) and a Master of Science in statistics from Ch. Charan Singh University.
