Emma joined RAP as principal for regulatory innovation in the U.S. programme. She brings more than a decade of experience in U.S. energy policy & regulation and a multi-faceted perspective on the energy transition, informed by her time inside regulatory commissions, industry and advocacy. In her current role, she leads RAP’s demand flexibility & virtual power plant practice area; she also supports RAP’s Northeast engagements.
Most recently, Emma was director of U.S. regulatory affairs & market development for Kraken Technologies, a global software company developing advanced IT tools for utility billing, rate design, and distributed energy resource (DER) management. As director, she led Kraken’s expansion into the U.S. market, aligned its business development and product strategy to utility policy objectives, and headed Kraken’s state-level public utility commission engagements.
Prior to joining Kraken, Emma served as senior economic & policy analyst at the Rhode Island Public Utilities Commission (RIPUC). In that role, she served as staff lead on a wide range of docketed proceedings (covering DER program design, net metering, energy efficiency, renewable energy contracting, basic service procurement, and retail rate design); led exploratory investigations into and stakeholder engagement on emerging technical topics (including energy storage, non-wires solutions, and performance incentive design); and advised the Commission on policy matters. Before that, she worked for the RIPUC as a U.S. Department of Energy consulting fellow.
Emma started her career in clean energy policy advocacy, working for a solar energy nonprofit in Washington, D.C. She graduated from the College of William & Mary with degrees in environmental science & policy and Latin American studies. She is currently based in Washington, D.C., where she lives with her husband, Nate.
