Fjolla Fazliu works on electricity policy and regulation in Europe, focusing on market design, grid regulation and renewable energy integration. At RAP, she tracks EU and national regulatory developments, researches international best practices and contributes to policy briefs and technical analysis. She brings a background in energy system modelling and policy implementation, applying both quantitative and qualitative approaches to energy policy analysis.
Prior to joining RAP, Fazliu worked as a research assistant at the Institute for Sustainable Energy Systems in Offenburg, where she focused on hydrogen demand analysis and modeling for industrial applications across Germany, France and Switzerland.
For over four years, she served as an energy advisor to the Ministry of Economy in Kosovo, where she worked on the implementation of EU energy legislation and the development of national energy policy. She contributed to the drafting of Kosovo’s National Energy Strategy and its implementation plan, supported the development of renewable energy projects through auction schemes and worked on the transposition of key EU energy laws.
Fjolla Fazliu holds a master’s degree in renewable energy and data engineering from Offenburg University of Applied Sciences, where she focused on energy economics, industrial energy management and data analytics.
She is based in Offenburg, Germany. In her free time, she enjoys hiking in the Black Forest. In addition to her native Albanian, she speaks English and German.
