Ivan Yovchev joined RAP’s programme in Europe in 2025. His work is focused on the policy and regulatory challenges of gas network regulation, decrease of fossil fuels use, use of hydrogen and integrated network planning in a fossil-free energy system.
Before joining RAP, Ivan worked for Hydrogen Europe, a Brussels-based advocacy group. Cooperating with industry and national and regional public authorities, his work involved the development of national hydrogen strategies across Europe, establishment of appropriate regulatory frameworks for renewable hydrogen and advocacy for the development of regional hydrogen ecosystems.
Ivan holds a doctorate in comparative political science from Sofia University, during which he researched energy policy of EU Member States. He also holds a Master of Laws in International and European Law – Energy and Climate Law with honours from the University of Groningen.
Ivan is based in Bulgaria and in his free time, he enjoys hiking, skiing and dabbling in different tech hobbies. He is also a volunteer with the mountain rescue service. In addition to his native Bulgarian, he speaks fluent English and Portuguese and basic Spanish.

How did you catch the “energy” bug?
I was introduced to the energy sector at my first job, where we dealt with retroactive taxation on renewable energy to secure the financial stability of the national grid operator. Since then, I have been privileged to work in the sector that underpins the work of our modern-day societies.
What’s your passion outside of RAP/clean energy?
I am an avid hiker and skier and I try to spend as much time as possible in the mountains. However this brings me back to work, as it further motivates me towards helping achieve decarbonisation in order to preserve the beautiful landscapes around me.
My favorite dish/snack is tortilla de patatas. I am not sure if the Mediterranean diet is as healthy as it is claimed to be, but it it is certainly delicious!
